Consultation Process NC Balancing - Launch of Market consultation for Implementation of Network Code Balancing Gas

German TSOs and market area managers carry out consultation – results to be reported to German regulator Bundesnetzagentur

Berlin/Ratingen (17 January 2014). - Today the market consultation on implementation of European Network Code on Gas Balancing (NC BAL) in Transmission Systems will be launched. The main objective of the NC BAL is to create Europe-wide rules for the balancing of gas transports.
Until 3rd of March German regulator Federal Network Agency (BNetzA) requested market area managers GASPOOL Balancing Services GmbH and NetConnect Germany GmbH & Co. KG in December 2013 to report proposals, ideas and a recommendatory document for the implementation of within day obligations.

German TSO association Vereinigung der Fernleitungsnetzbetreiber Gas e.V. (FNB Gas) will execute the consultation on behalf of the German TSOs as well as both German market area managers. The results of the two-week market consultation will lead to a document of recommendation.
Until 31st of January market participants have the opportunity to read up on modifications resulting from the NC BAL and give comments. Information is provided on the FNB Gas’ website. Main focus of the consultation is on implementation of within day incentive system, system of calculation of fees for balancing energy as well as implementation of national interim measures. Authoritative for the consultation is the German version of the consultation document.
